It seems, based on that screenshot, that he has indeed “started over” when it comes to gaining tails after being reborn as Shuichi Minamino. When Kurama takes on his original appearance during the Dark Tournament, he’s shown to have just one tail. If that’s to be believed, Kurama was less than 1,000 years old at the time of his death, and kitsune grow an additional tail every 100 years or so if my math is right (and if the fox lives that long).
